[magick-users] bug with contrast-stretch?

Hello,

I am playing with contrast-stretch and discovered something which looks
like a bug:

convert image -contrast-stretch "0.2x0.1%" image2

Judging from histogram it does nothing or completely destroys image.

It applies not only to sub 1 values but to all of them.

It applies both to latest stable Windows version of 6.4.0 Q16 and svn
version 10679
