my guess is, that this would be very difficult. Inkscape has
a feature that will do this. You have to trace the TIFF in,
and in the next step, you can eliminate the background using
the new SIOX plug-in. Inkscape is free; see at
http://www.inkscape.org/. (I love it!) The autopackage has already
all the necessary libraries.
