I do not believe that vector conversions are a goal of ImageMagick (which focuses on raster images), however Inkscape may be able to do what you want (I would imagine it can import PDF via
ghostscript) - I do not know if it has any batch conversion capabilities however.

Most likely any conversion path for PDF to SVG would go through postscript as an intermediary.
