There are many different standards for what types of images can be within a
DICOM image. Several different JPG standards, TIFF, ect. It's possible
that the other people you reference had different internal structures inside
the DICOM (you should read up it... it's pretty heavy stuff!), or that they
had a patched version of the library already installed. If your DICOM has a
lossless JPEG inside it, you need the updated library to convert it, simple
as that.
