[Magick-bugs] display does not pan on mac os x

An image that exceeds the physical boundary of the screen cannot be
scrolled or panned on Leopard Mac OS X.  I recall this working before
on the Mac and it does work properly on linux.  The pan window
thumbnail view which has a black boundary to indicate the extant of
the monitor with respect to the image is maximized to the entire
image, even though the image is larger than the screen.
