[Magick-bugs] scale with float percentage

Hello,

we are using an IM 6.3.5 on ower servers (red hat linux). Now we made an update on one server with IM 6.3.7 and now one conversion doesn't work:

convert ./JOB_11992834005.pom.TIFF  -depth 8 -density 144.0x144.0 -scale 15.04077396776274% test_1.jpg

If the scale is a float value, the scale is ignored.

This error is not in the windows version of the ImageMagick
