Oh never mind, I just found one myself: Seems like the Ukrainian mirror 
is completely outdated (not sync'ed anymore?) and still provides 6.2.*

   ftp://www.rx-host.net/pub/graphics/ImageMagick/windows/

for Windows.

The latest seems to be 6.2.5 though (not 6.2.9)...
