I think that a photometry setting of min-is-black is backwards, previous
versions gave min-is-white.  It seems that many image viewers don't
respect the PhotometricIntrepretation tag.  "Imaging for windows"  will
display the image the same way regardless of the
PhotometricIntrepretation tag.  Viewers that do pay attention to the
tag, will render these images as a negative.

Most of my image is zeros, my text is rendered as ones.  I want the
image that is displayed to be white with black letters.  I believe that
means my photometry setting should be min-is-white.

Are you running 6.3.3-8, the latest release?  We're getting a
photometric interpretation of min-is-black and the images are displaying
properly (black on white).
