What filter/effect is this?

I think it might be coherence-enhancing diffusion (though not implemented in IM)

The tendancy towards mid-tones, with the darker sky becoming haloed around the darker trees, is characteristic of techniques known as tone-mapping, HDR (High Dynamic Range) or pseudo-HDR.

There have been posts on those techniques in these forums.

It would be nice to see the original image. Any chance you have it?

If tone mapping as snibgo says, you could try one of my tonemap scripts if on Linux/Mac or Windows w/Cygwin

Hi. No, unfortunately I do not have the original image. Tone mapping seems to be the closest to that effect.
