Yes, DOS OS .bat scripting can do that. Sorry, I am not a Windows user, so cannot help doing that. And it is outside the scope of ImageMagick. Perhaps some Windows ImageMagick user might be able help you further.

You will have to write a script to traverse you directory tree and process each directory and subdirectory separately. ImageMagick does not traverse directories to process more than one directory at a time.

You can only do the same size top/bottom and a different size left/right with -border. If you want 4 different borders, then you will need to use -splice 4 different times. What is your platform? You likely will need to use some scripting, which depends upon your OS. Use the OS to get the date/time and put it in a variable. Then use the variable in your draw command for the text you want to insert.

Read the input first, then put the settings, then the command. Shave does both top and bottom. You want -chop.

Perhaps use -trim +repage -crop 3:2 +repage, if you want a 3:2 aspect ratio.

Try using the Magick.NET equivalent of -negate -lat 20x20+10% -negate as an adaptive threshold. See my textcleaner script at my link below. That is the basis of the script.
